Android 16 battled Cell but was defeated. At the Cell Games, 16 interfered with Gohan and Cell’s battle, and was subsequently destroyed. All that was left of him was his head. Android 16 was still able to communicate with the Z-Warriors, but this ended once Cell stepped on his head, killing him instantly.
Does Goku fight Android 16?
Android 16’s desire to kill Goku persisted even after he became accepting of Earthlings in general, not being able to go against his original programming. The idea of doing away with this plan would serve as a deal breaker for him, as it did when both Android 17 and Krillin suggested it.

Is Android 16 the strongest?
Assuredly more powerful than 17 and 18, Android 16 is canonically superior to Android 13, and is apparently near the same power level of Imperfect Cell, who he manages to defeat. Unfortunately, despite his superior strength, Cell would eventually get the upperhand after transforming, decapitating 16.
