The floating blue circle/dot is the “Assistant Menu”. To turn it off go into “Settings”. Under the “Personal” section click on “Accessibility”, then “Dexterity and interaction”, then “Assistant menu”. At the top of the “Assistant menu” window turn the switch to “off.
